We face many issues and choices each day; some may directly involve an intrinsically evil object, principle or practice. Many issues and choices, however, do not involve an intrinsically evil object, principle or practice, e.g., "concern for the poor" and "concern for the unemployed." Rather, it is a requirement of justice that we are aware of, concerned for, and provide for the poor and unemployed among us. BUT, there are many ways to define "poverty" and "employment" and many ways to classify the "poor" and "unemployed" – some of which are good ways and some of which open the door to evil.

A thorough and fair analysis of such matters should result in a range of proposed answers or solutions that, although different, would be right and just in ways and means. Deficient reasoning could, and reasoning twisted by evil intent would, however, produce a range of unjust ways and means. In discerning the difference between just ways and means and unjust ones, the rational principles of human "solidarity" and "subsidiarity" should be applied.

"The principle of solidarity, simply stated, means that every human being ... is my brother and my sister, my 'neighbor' in the biblical sense. At the same time, the time-tested best way for assisting our neighbors throughout the world should follow the principle of subsidiarity. That means the problem at hand should be addressed at the lowest level possible — that is, the level closest to the people in need. That again, is simply the law of human reason ... No one is contesting here anyone's right to the basic needs of food, clothing, shelter, healthcare, etc. Nor is anyone contesting someone's right to work and so provide for self and family. However there can be difference according to how best to follow the principles which the Church offers. (Bishop R. C. Merlino, Diocese of Madison)"
